Three citations issued during citywide code sweep
A citywide sweep in Cape Coral for unlicensed contractor activity resulted in three citations and five “stop work” orders.
According to a report issued by the city of Cape Coral, on Wednesday, Feb. 3, Cape code compliance officers inspected 180 job sites for unlicensed and/or unpermitted construction.
“Our goal is to ensure homeowners are protected from unlicensed contractors and unpermitted work,” said Code Compliance Manager Rich Carr. “This type of activity can have financial consequences for homeowners when work is not completed in accordance with state and local licensing and permitting requirements.”
Only two of the 180 job sites had unlicensed contractors doing work, while five sites had contractors working without a proper permit. Three unlicensed contractors were issued citations, and five “stop work” orders were placed on jobs until proper permitting could be obtained. The unlicensed contractor citations carry a fine of $1,000.

– Joseph Dinnocenzo (Unlicensed painter), advertising as a contractor without being duly licensed
– Jackson Medeiros (Unlicensed painter), acting as a contractor without proper license
– Abel Medrano-Flores (Unlicensed stucco contractor), acting as a contractor without proper license
“Stop Work” Orders Issued
– 1201 Old Burnt Store Road, posted for unlicensed stucco contractor
– 2208 SW 49th Terrace (Stokes Marine, Inc.), proceeding on dock without permit issued
– 2014 Cape Coral Parkway (Crowther Roofing), unpermitted roof repair
– 1728 Beach Parkway (Rapid Recovery Roofing Division), unpermitted roof repair
– 715 Coral Drive (Williamson Brothers), unpermitted dock work (permit approved; not issued)
