GENERAL STATEMENT OF JOB Benefits Supplemental Questions

Under the general supervision of the City Manger, directs all functions related to storm water, transportation, streets, lot mowing, site development and laboratory testing. Directs the following major groups: Transportation/Stormwater Planning/Permitting, Environmental Resources, Transportation/Stormwater Maintenance, Transportation/Stormwater Engineering and Project Management, Public Works Business Support, and Surveying. Position has major budgetary responsibility. Recommend, implement and administer Public Works policies, plan ordinances, and objectives. Furnish advice and assistance on Public Works matters throughout the City. Performs related work as required.

Individual(s) assigned to this classification must report to work per their assigned schedule.

SPECIFIC DUTIES AND RESPONSIBILITIES:
Directs the planning, survey,design, permitting and construction of City Transportation and Stormwaterprojects. Maintains existing facilities within established plans.

Directs the development, andimplementation of the City’s transportation system. Coordinates with state and county agencies for expansion of these systems.

Directs the operations & maintenance of the City’s Transportation and Stormwater systems.

Directs the City’s lot mowing program and related programs such as pepper tree removal.

Directs the City’s Environmental Resources Function including all laboratory and related testing functions.

Directs the site plan review function as well as the related construction inspection.

Develops and administerprojects and program schedules, budgetswhile addressingtechnical/engineering standards.

Serves as the Stormwater Director for the Stormwater Management Utility.

Serves on the Selection Advisory Committee (SAC).

Serves as staff leader for the City’s Transportation Advisory Commission (CTAC).

Represents City at various civic and governmental meetings; prepares agenda items and supporting information.

Establishes and implements policies, procedures, rules, techniques and practices to improve operational efficiency.

Meets federal, state and local laws, regulations, ordinances, labor contracts, to ensure compliance.

Develops and implements Public Works strategic goals and objectives to meet the needs of the community and City workforce.

Prepares and manages departmental budgets.

Performs related work as required.

May be assigned a City take home vehicle for performance of required tasks.

MINIMUM QUALIFICATIONS:
Bachelor’s degree from an accredited college or university in Engineering (preferably in Civil Engineering). Master’s degree in Public Administration is preferred. Registered Professional Engineer in Florida or able to obtain within one year, supplemented by a minimum of ten (10) years experience in engineering fields in position of increasing responsibility and complexity. Five (5) years experience in management of pertinent areas such as: Transportation or Stormwater systems, construction contracts, surface water management, management of complex organizations with experience in budget preparation. Two (2) years of related work experience above the required minimum can substitute for one year of preferred education.
Must possess a valid state driver’s license and obtain a valid Florida drivers license within 30 days.

KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to assign and review the work of a number of subordinate employees and to provide effective leadership at all times.

Ability to develop and maintain effective working relationship with the general public, other public agencies, the media, City Officials, etc.

Has extensive knowledge of advanced modern office support functions.

Has extensive knowledge of report and record maintenance principles and techniques.

Has thorough knowledge of principles and practices of effective administration, to include directing, planning, evaluating, and organizing.

Has thorough knowledge of business English, the application of such to a variety of formats and styles, and editing principles and techniques.

Is skilled in both written and oral communications for effective expression and clarity.

Is able to analyze situation quickly and objectively.

Is able to effectively utilize a variety of modern office equipment, i.e., computers, facsimile machines, and copiers.

Is able to demonstrate consistent tact and courtesy in frequent public contact.

Is able to coordinate administrative projects/programs ranging from moderate to highly complex in nature.

Is able to exercise judgment and make decisions in accordance with established departmental policies and procedures.
