Cape Coral Police have reported that three people were arrested after causing a disturbance at a City Council meeting Monday and disregarding officers’ multiple warnings and lawful orders.

According to the CCPD report, yesterday, July 6, at a scheduled 4:30 p.m. council meeting, several officers responded to assist officers working security for the meeting due to a disturbance. Three people, identified as Kenneth Scott, 70, of Grand Lake, Colorado; Edmee Chavannes, 39, of New York City; and Bevelyn Beatty, 29, of Monmouth Junction, New Jersey, had caused a disturbance and attempted to enter City Hall via a restricted stairway, police said. Officers tried multiple times to have the three enter properly through security, which was met with continued defiance.

Officers then advised the three they would need to leave City Hall property or be placed under arrest for trespass after warning. Cape Police officers reported the three continued to advance on officers against this lawful order, and Chavannes and Beatty entered City Hall via the restricted stairway and entered Council Chambers, disturbing the lawful assembly.

Chavannes, Beatty and Scott were all detained to regain the peace and were escorted from the building while still resisting, police said.

Accordig to arrest reports, Scott was charged with trespassing fail to leave property upon order by owner and resist officer obstruct without violence. Chavannes and Beatty were also charged with trespassing fail to leave property upon order by owner and resist officer obstruct without violence, in addition to disturbing peace school, religious or lawful assembly.

They were subsequently transported to the Cape Coral Police Department for booking, and then the Lee County Jail.
