Cape used ranking criteria, rating scale, to determine city manager applicant qualification placement
The city of Cape Coral’s Human Resources Department gave candidates points for experience, academic degree achieved, management experience and related skills, and place of residence, according to ranking criteria obtained by The Breeze Tuesday.
The criteria, and point ranges, used to rank applicants for city manager into three tiers or “bands” – best qualified, better qualified and qualified – include the following:
Ranking Criteria
— Experience:
Rating scale 1-10
1 point – 10 years experience
2 – 11
3- 12
4 – 13
5 – 14
6 – 15
7 – 16
8 – 17
9- 18
10 -19 or more years experience
Areas in which applicants could earn up to 10 points per category:
* 10 years of management experience in government, business or industry to include five years at general manager level or higher – points 1-10
* Demonstrated experience in managing large, complex organizations with 1,000 employees – points 1-10
* Financial planning and financial management skills – points 1-10
* Experience in managing and operating a budget – points 1-10
* Experience and or knowledge of infrastructure issues – points 1-10
Areas in which applicants could earn up to 5 points per category:
1-5 points
1 point -10-12 years of experience
2 – 13-15
3 – 16-18
4 – 19-21
5 – 22 or more years of experience
* Experience with human resources management – points 1-5
* Experience with collective bargaining – points 1-5
* Experience with organizational restructuring, i.e., lein, CIP, Sigma, etc. – points 1-5
— Education: (Up to 5 points)
* Masters Degree in public administration, business administration, finance or economics 0-5 points. In a related field 0-3
— Residency rankings: (Up to 5 points for city residents; up to 3 points for in-state applicants.)
