We (GPICA board) paid for a "feasibility study" on incorporation in 2006. Buchanan, who, by the way, was never a board member, convinced the majority of the board to drop the idea and not mention it to the membership. He claimed that developers could "buy" the elections with deep pockets. I personally believe he opposed it because he would have lost his position as island "leader".
