Have any of those cats been quarantined for AT LEAST 6 months? Do you know their vaccination history? Do you know if they've been exposed to rabies? If not, you may be facing some stiff lawsuits.

Vaccinating a cat against rabies does not cure it of rabies if it already has rabies. The ONLY way to be relatively certain (other than destroying the cat to test it) is to quarantine it for a minimum of 6 months.

Google for just one example of hundreds: Rabid Kitten Adopted Wake County

This problem has become quite widespread now that people are practicing and promoting illegal TNR everywhere. Rabid cats and kittens are being adopted right from TNR colonies and any vets and shelters that are in support them. ALL can be held legally liable.

Do you have enough liability insurance if you adopt out a rabid cat? If you continue on with this practice, you'd better get some!
